I'm pretty sure Hijikata would have to be Javert, as Kondou is nowhere near driven enough. (Even if Hijikata would make Yamazaki suicide for him :P) ...besides, Kondou and Kyuubei could be competing as Marius to Otae's Cosette. ...no, wait, Otae is Marius, and then Kondou can be Eponine! And die tragically in Otae's arms as everyone sweatdrops profusely.
"Master of the House" would have to be at Otose's, easier to get all the cast in there! Hee, that would be fantastic. And don't know who would be singing "Castle on a Cloud", but I know it would end up on Laputa ^^;;;;
...though if Zura is Valjean, does that make Elizabeth Fantine?
