Yep, a lot of the Lex characterization here comes from "Lex Luthor: Man of Steel" (ack, I meant to note that! *goes back and edits post*) He honestly does believe Superman is a terrible threat to humanity. When Superman is really a terrible threat to his own person...well, he can keep telling himself that, and build weapons to convince himself, but he didn't actually use them...now how can you explain that, Lexy? ^^
