Meany theory is that there does seem to be a direct correlation between the silliness (and indeed apperance) of Napoleon's hats and the lack of quality of the episode. Mr Vaughn being the true professional, is we suspect, attempting to distract from the plot/dialogue/gorrilla at great personal fashion cost to himself-bless him.
McCallum on the other hang seems to like using hats for dressing up and disguise (in all his career actually) It may be possibly because he is known for his oh so heavenly goldeny hair, so for him to be someone else he has to cover it up. Have you seen the colour version of The Vulcan Affair (episode one, series one)? Some twit has decided Illya needs his hair dyeing red, it's oh so very wrong on a very large number of wrong levels.
